PROGRAM OVERVIEW

This jampacked program provides nurse leaders and behavioral health professionals with a comprehensive look at effectively and concisely advocating for the many health care issues coming before the Iowa Legislature. A breakdown of IHA’s 2023 legislative priorities and an exercise in developing and delivering policy positions to legislators is included.

PROGRAM OBJECTIVES

• Compare effective tools and strategies to advocate for issues that matter most.
• Discuss strategies for effectively engaging elected officials.
• Describe the legislative process from idea to law.
• Identify issues affecting the health care industry and how to respond.

PROGRAM SPEAKERS

Erin Cubit is the senior director of advocacy at the Iowa Hospital Association. She works on federal and state lobbying activities and regulatory policies. Outside of government relations work, Cubit is a staff liaison for IHA’s District D hospitals, Foundation Professionals for Iowa Hospitals personal membership group and manages the Hospice and Palliative Care Association of Iowa. She is a board member of the Des Moines chapter of New Leaders Council and EyesOpenIowa. Cubit is a graduate of the University of Northern Iowa where she received both her bachelor’s and master’s degrees in public policy. She has worked at IHA since 2018.

Jamie Horbach is the director of advocacy for the Iowa Hospital Association representing the legislative interests of 117 hospitals in the state. In her role, Horbach focuses on state policy and lobbying activities and serves as the co-liaison for the Behavioral Health Affiliate of Iowa, a personal membership group of IHA. She leads the Hospice and Palliative Care Association of Iowa’s lobbying efforts. Horbach has spent almost a decade in the legislature in various capacities with multiclient lobbying firms, specializing in advancing association legislative priorities and serving as a legislative clerk in the House of Representatives. She is a member of the Variety Children’s Charity of Iowa board of directors and spends much of her time volunteering for the organization. Horbach received her bachelor’s degree in political science and public relations from Iowa State University and her master’s degree in public administration with an emphasis in public policy from Drake University.

CONTINUING EDUCATION
1.50 nursing contact hours will be awarded for this conference by IHA, Iowa Board of Nursing provider No. 4. Iowa nursing contact hours will not be issued unless your Iowa license number is provided on the certificate completed the day of the conference. To receive contact hours or a certificate of attendance, you must attend the entire conference. No partial credit will be granted.
