PROGRAM OVERVIEW This jampacked program provides nurse leaders with a comprehensive overview of how to effectively advocate on health care issues before the Iowa Legislature. A breakdown of IHA’s 2024 legislative priorities and an exercise in developing and delivering policy positions to legislators is included. She works on federal and state lobbying activities and regulatory policies. Outside of government relations work, Cubit is a staff liaison for Foundation Professionals for Iowa Hospitals and manages the Hospice and Palliative Care Association of Iowa. Cubit is a graduate of the University of Northern Iowa where she received both her bachelor’s and master’s degrees in public policy. She has worked at IHA since 2018. Clare Kelly is IHA's chief advocacy officer. She leads the advocacy team's policy development and advocacy strategy at the state and federal levels of government and oversees the association's communications team. Before joining IHA in August 2023, Kelly served as health policy advisor to Gov. Kim Reynolds, was CEO of the Iowa Medical Society and spent 12 years in Washington, D.C., working in government affairs and child health policy for childern's hospitals.
